Why does my new phone with Bell mobility not allow me to view news without subscribing?

You can view news without subscribing. It just may not be the news app service that you wish to have.
Bell does not provide or decide on who pays for what when it comes to news, weather, sports, etc.
Which news services do you wish to watch? Most news services require a Newspaper, Tv , App. subscription of some sort. There are some, that are free, but are not ad free. E.g. NPR, AP, etc. There are others that give you a limited number of views.
There are numerous free web news sites such as MSN Canada, Yahoo, CBC, CNN, Microsoft News Canada, etc. Most are also loaded with more ads than news.
If you subscribe to Bell Fibe TV, your subscription can include CTV News, Global News, City TV, CP24, BNN, etc., but once again, you need to a subscription.
You can try doing an app search on your device looking for free news apps. There are some. The majority are just not free today.
Bell Mobility did not manufacturer the mobile device you purchased. Your question should be directed to Apple, Google, Android, Samsung, etc. They are the keepers & controllers of your App Library.
I know this is not the answer you want to hear. News is no longer free.
