Why am I being charged for roaming when am in the USA if my plan covers it?

If I have the unlimited texting and calling Canada/ US plan why am I being charged for roaming when am in the USA? 
if I put my phone on airplane mode I cannot use it until am in a wifi zone so what’s the use of the plan?

Can you please provide us with your exact plan & the specific details of what is included. Does your plan include  the following: CAN/US./MEX : Unlimited calling, texting & data in Canada, the U.S. and Mexico or is your plan a CAN/US. : Unlimited calling, texting & data while in Canada, This information is available for your viewing on MyBell. It is included in your Mobility agreement.

Please note: Roam Better does not cover roaming charges on cruise ships and in-flight services. Pay-per-use rates of $4.00/minute for calls and $0.99/text will apply.

i am unable to view the image in your post.

Community Moderators must review and approve all uploaded images before they can be displayed. Although you can see your uploaded images that are awaiting approval, other community members who view your images can only see the ones that have been approved.

Both plans that I mentioned earlier do not cover cruise ships & in-flight services.. Wi-Fi calling calling outside of Canada is not an available option

You may need to check with your travel agent or airline to see if they offer this type of service.
