Unfortunately, you can't download Apple TV on the Bell VIP7802 for whatever reason.

@NewGuy thank you for clarifying my earlier reply. It is available on the Google Play Store for download. You are correct. Although the app is avaialble, it will not install on the VIP7802.
As mentioned earlier, you can download & install it on the Bell Streamer.
If you have a Smart TV, look for the Apple TV app on the home screen or in the apps folder of your Smart TV or streaming device (you may need to install the app first), then open the app and sign in with an Apple ID.

The VIP7802 currently runs on Android TV 10 which does not support Apple TV. While on Android TV 10 and having Apple TV installed, this would have been side-loaded which is not something we provide support for.

I was able to install it but it won't play anything properly....chipmunk voices and a bit of video freezing!!

Can you share which receiver/device you are using, and if it is connected to the internet via Wi-Fi or Ethernet?
Please clarify what you mean by chipmunk voices (does the audio sound faster than normal, or high pitched)? Does this happen on all channels/recordings/On Demand episode?
When is the Streaming Quality set to (Settings > Video Quality > Set Streaming Quality)?
We recommend trying out the different troubleshooting suggestions posted in the thread above, and you can also check out our website: Fibe TV is frozen or pixelated

Hey @BellPatricia. I installed Apple TV app on the 7802 receiver and it does not run smoothly. Chipmunk voices and some freezing as if it can’t keep up with the voices. All the other apps work.

Which Bell TV Service do have with Bell? Fibe TV, Fibe TV app ? Which receiver?
You can download the Apple TV app on the VIP7802 & the Bell Streamer from the Google Play store.
Press the Apps button on your remote. Under Apps & games, select Google Play store. Choose an app to install and select Install. Wait for the app to finish downloading and installing. Open the newly installed app. To sign in to the Apple TV app on third party devices, navigate to the in-app Settings, go to Accounts, and enter your Apple ID account credentials there.

My neighbours 2, just got 7802,boxes, Apple TV app is there but bell says u can’t load apple plus to the 7802 🗃️

Were these boxes new & supplied by Bell recently? Have they been altered or modified? I can only provide you with what I know. The VIP7802 runs on Android TV 10 which does not support Apple TV. While on Android TV 10 and having Apple TV installed, this would have been side-loaded which is not something that is Bell provides support for.
