I assume you have no error messages on your modem. Let's reboot your modem first. Unplug your modem from the power source. Wait 25 seconds & plug it back in. This can take a few minutes. Wait until everything is up and running, no flashing lights, etc. Try your telephone & see if you have dial tone. If it is still not working you need to verify that it is not a telephone problem. Unplug the phone & if possible plug in another telephone  that you know is in working order. If this phone does not work, then it is not the telephone. Plug your telephone directly in to the telephone jack outlet in the back of your modem. If it works, then it is your jack or wiring from the telephone to the modem that has a problem. If it still does not work, try rebooting your modem once again.

If there is no dial tone after completing all of the above, please contact Bell Tech Support at 310-BELL or 1-866-310-BELL or #611 from any Bell mobile device.

Finally resorted to calling a Bell tech to the house. After a lot of troubleshooting he was able to trace the problem to our Bell receiver. When we unplugged the landline connection to the receiver (used for TV caller ID Display) the problem was immediately fixed. I've had no problems since unhooking the line.

My spouse asked why our fibre phone line was getting a busy signal instead of a dial tone. Over lunch I thought I would try the Virtual Repair Tool (VRT) on the MyBell Support page, just to see if it worked. If not, I would call Bell.
The result was better than I expected. Once the VRT was finished, I checked the phone line and we had dial tone with no more busy signal. I have no idea what was fixed, but whatever it was and whatever was done, just worked. Kudos for the VRT.

Hi there @Mae3,

Thank you for your post and welcome to the Community.
Do you have more than one house phone in your home? If so, can you check to ensure that all the phone's are on the receivers properly and not off the hook?

Are the wires are connected securely?

Looking forward to hearing back.

My phone has the same issue, busy tone, no in and out calls. Just got one phone with 3 extend and they are all on their bases.

Yes just call customer support they will guide you to reboot the modem.

Get reorder (fast busy) tone when I go off hook. Incoming calls go directly to voicemail. Have only one jack, with one phone plugged into it. FibeTV and Bell Internet both still work. Please help!

Powering the modem off and on worked! Thank you so very much.

Dial tone sound busy . Message reads : vocal msg from phone company

All of your cords & plugs look good! No frayed, cut or chewed cables or cords. No moisture, dirt or spillage near or on the equipment, telephone, jacks, etc.

Let's reboot your modem first. Unplug your modem from the power source. Wait 30 seconds & plug it back in. This can take a few minutes. If it still does not work, try rebooting your modem once again with nothing plugged in to the modem telephone jack. Do you have any error messages? Do you have Call Answer? If so, can you retrieve your messages from another line? E.g. Mobile device. If so, do so. Plug everything back in.E.g. telephone cords, jacks modem, etc.

I just swapped my HH3000 for a newer HH4000 this morning and am experiencing the exact same problem.  Used the virtual repair twice, rebooted the modem three times, nothing works.  I use a cordless Panasonic phone that works fine with the HH3000.  Tried calling tech support, 1 hour waiting time.  Oh, joy.

Will report back if/when Bell fixes the problem they caused.

For anyone who lands in this thread after searching for answers, if turning everything off and on again doesn't work, you need to call tech support and the rep will fix your phone line configuration remotely.
