Good Day.
There are no settings on any of the the Bell Home Hubs or Giga Hub to block, restrict & control access to inappropriate sites, an IP address or a specific application.
How are your children accessing your Wi-Fi network? Computer? Mobile device? Tablet? Browser?
I can give some suggestions that may be of assistance to you.
Bell Wi-Fi app
Mange all of the devices that are connected to your Wi-Fi network. E.g. Block or prevent internet access by user. Manage devices. Schedule usage times, freezes, pause, etc.

Have you set up Family Sharing? With Content & Privacy Restrictions in Screen Time, you can block or limit specific apps and features on your child's device. You can also restrict the settings on your iPhone and iPad for explicit content, purchases and downloads, and privacy.

Samsung Galaxy Phone & Tablets
Samsung Kids sets limits on playtime, as well as provides access to specific contacts and apps. You can keep up with the usage reports to see what your child is doing, or to make sure they’re only seeing what’s appropriate.

Google Chrome Search has about the closest thing out there in terms of inappropriate searches. SafeSearch helps you manage explicit content in your search results, like sexual activity and graphic violence.

Hi there. I am looking for any guidance on having parental controls on certain websites. I understand that there is a time freeze option currently available. However I am referring to restricting access to certain websites on a permanent basis on my network without the time restriction. Is there any feature which can be used to perform this action?

Thank you for your question . To the best of my knowledge, Bell does not offer any kind of service such as you are seeking. However, there are third party paid programs and hardware which can do as you are asking. A little research on any search engine will give you some leads to what works and what does not.

There is no option built into the Bell Wi-Fi app to restrict access to specific websites. The Bell Wi-Fi app parental controls allow users to manage internet access for connected devices, including pausing or scheduling internet access for specific devices. Users can create profiles for individuals or groups of devices and set time restrictions or block access altogether. Bell Wi-Fi app and how do I use it.
Bell offers McAfee Security from Bell, which provides additional parental control features like website filtering and safe searching. Please refer to the FAQ's in this web link: McAfee Security from Bell
