I have 1Gb internet but only get 10 MB download
When i download from steam or any other launcher, i get MAX 11 MB/sec. I have no download cap, cat6 cable an the white Bell internet router
Can you help me figure out how to fix this?

It shows 1.71 Gbps down and 1.09 Gbps up but on steam it downloads at around 30 mbps with some spikes at 100+ but comes back down very quick.

Good Day & Welcome to the Bell Community Forum
You will not be able to achieve 1.5 Gbps from a wireless device. The speed from the modem to the device is only as good as the capabilities of the device that you are using. The best speed you can expect will come from a wired connection & even then it is only going to be as fast as the equipment you are downloading or uploading to. Keep in mind your device may be the limiting factor.
Your modem speed is shared with all of the connected devices in your home. The more devices you have connected the lower your speed can be. Speed is also governed by the type & age of the device you are using as well as the traffic on the site you are downloading from.
Are you doing multiple downloads and or are you using any other devices at the same time? E.g. Smart TV, gaming console, laptop, tablet, smart phone, etc. If so, turn some of them off. Have you rebooted your laptop? Are you able to move your laptop closer to your modem and connect with an ethernet cable?

You mentioned that you have already completed a Speed Test & you are achieving the speeds that are included in your internet service. Have you tried to run the Bell Wi-Fi checkup tool?
Please have a look at this weblink: Troubleshoot slow Internet and Wi-Fi: optimizing device speeds. Select > Get Started. Please check out the speed limits as well.
FYI Only. To accurately measure your overall Gigabit Fibe 1.5 Gbps speed, you can do so by logging in to your modem and select Speed Test. This will measure the maximum upload & download speed to your Bell Giga Hub. You can also follow these instructions: Speed Test instructions.

If you are using Windows, check your WiFi link speed.
Check WiFi link speed under Windows.

Speeds on Steam are a function of Steam's servers and not Bell. I also download from Steam on a 3 Gb tier, but sometimes they are just slow. They also speed up. Try downloading overnight as opposed to in the day.

On the subject of Steam: when you download you will see 2 lines, 1 blue and 1 green one.
Blue: internet data
Green: disk data
If the green line is way up, as in a lot of disk data being written, the download speed will drop as it cannot write the data to the disk due to the high disk activity.
That would be another reason, if it's specific to Steam.
